Cookie Policy
This Cookie Policy explains which cookies and similar storage technologies the www.3389.ro website (the “Site”) places on your device, why we place them, and how you can control or refuse them. It is intended to be transparent, specific and consistent with Regulation (EU) 2016/679 (GDPR) and the ePrivacy Directive 2002/58/EC as transposed in Romania (Law 506/2004).
1 What cookies are
A cookie is a small text file (typically under 4 KB) that a website stores in your
browser’s local storage area. The next time you visit, the browser sends the
cookie back to the site, allowing it to recognise your session or remember a
preference. Similar technologies such as localStorage,
sessionStorage and tracking pixels behave equivalently for the purposes
of this policy and are covered under the term “cookies” below.
2 Categories we use
The Site uses only two categories of storage. Both are listed below with their purpose, legal basis, retention and provider.

What we do not use: third-party advertising cookies, social tracking pixels (Facebook Pixel, LinkedIn Insight, TikTok pixel, Google Ads), retargeting, cross-domain identifiers, fingerprinting libraries, or session replay tools. The Site does not embed Google Fonts, Google Analytics, YouTube videos, Twitter embeds, or any other third-party script that would set its own cookies.
3 Matomo — analytics details
Matomo is an open-source analytics platform we host ourselves at speedme.ro.
Data does not leave that server. We have configured Matomo with the following
privacy-preserving settings:
- IP anonymisation enabled (last two octets removed before storage);
- No User ID tracking — visitors are not linked to a stable identifier;
- No cross-site tracking — cookies are first-party and bound to 3389.ro / speedme.ro;
Do Not Trackrespected when sent by the browser;- No data sharing with Matomo Cloud, Google, or any third party;
- Data retention 13 months, after which raw logs are purged.
4 Legal basis under GDPR
Strictly necessary cookies (the cookieAccepted flag, and any future
cookies required for security, error handling or session integrity) do not require your
consent under article 5(3) of the ePrivacy Directive and article 6(1)(f) of GDPR
(legitimate interest).
Analytics cookies (Matomo) are placed only after you accept the cookie banner. Until you accept, no analytics cookies are written. By dismissing the banner with “Accept” you give your informed consent under article 6(1)(a) of GDPR. You may withdraw your consent at any time by clearing your browser storage or by blocking the relevant cookies in your browser settings — doing so will not affect any data already collected during the previous consented session.
5 How to control cookies
You are in full control. Three independent levers:
- The Site banner. Visible on every first visit. Closing or refusing the banner suppresses the analytics cookies.
- Your browser. Every modern browser exposes per-site cookie controls. Quick links: Chrome, Firefox, Edge, Safari.
- Browser-level Do Not Track / Global Privacy Control. If your browser sends a DNT or GPC signal, Matomo will respect it and not store analytics cookies even if you previously accepted the banner.
Disabling cookies may degrade certain Site features. In our case, the only practical effect is that the cookie banner will reappear on every page load and that we will not be able to measure aggregate visitor counts.
6 International transfers
The Site is hosted within the European Economic Area. Matomo runs on a server we control, also within the EEA. No cookie data is transferred to a country outside the EEA in the course of normal operation.
7 Your rights
Under GDPR you have, in respect of any personal data collected through cookies, the rights set out in articles 15–22: access, rectification, erasure, restriction of processing, data portability, objection, and (where processing is based on consent) the right to withdraw consent. To exercise these rights, contact us at office@3389.ro. We will respond within one month.
You also have the right to lodge a complaint with the Romanian Supervisory Authority (Autoritatea Națională de Supraveghere a Prelucrării Datelor cu Caracter Personal — dataprotection.ro) or the supervisory authority of your country of residence within the EU.
8 Changes to this policy
We may update this Cookie Policy if we add or remove a category of cookies, change a retention period, or change a provider. The current version — with the last-updated date in the header — is always live at this URL. Material changes will also be announced through the cookie banner so that you can review and re-consent.
